What is SafeSpotter?
SafeSpotter Network is an anonymous reporting platform designed to help passengers report distracted or dangerous driving behaviors. The system allows passengers to submit reports with photos, GPS location data, and incident details, which are then automatically routed to the appropriate law enforcement jurisdictions.
How It Works
The SafeSpotter reporting process is simple and anonymous:
📸 Step 1: Upload License Plate Photos
Take or upload clear photos of the vehicle's license plate. You can upload multiple photos to increase accuracy. The system will automatically detect the plate number using advanced recognition technology.
📷 Step 2: Upload Supporting Photos
Upload photos showing the driver's behavior (texting, eating, etc.). These photos help provide context and evidence of the incident. Multiple photos are recommended.
📋 Step 3: Select Incident Type
Choose the type of distracted driving behavior you observed:
- Texting
- Phone Call
- Eating
- Grooming
- Reading
- Other
🔍 Step 4: Verify Plate Number
The system automatically detects the license plate number from your photos. Review and edit if necessary. The system also extracts GPS location and timestamp data from your photos to verify the incident.
✅ Step 5: Review & Submit
Review all information, including GPS location, timestamps, vehicle details, and matching jurisdictions. Select which jurisdictions should receive the report, then confirm you are a passenger and submit.
📧 Automatic Routing
Once submitted, the report is automatically routed to the appropriate law enforcement jurisdictions based on GPS location. Jurisdictions receive an email with report details and supporting photos.

We do not collect, store, or require any personal identifying information. Reports are submitted completely anonymously - no accounts, no names, no emails required.

The system automatically extracts GPS coordinates and timestamps from your photos to verify the incident location and ensure photos were taken at the same time and place.
🤖 Automatic Plate Recognition
Advanced license plate recognition technology automatically detects plate numbers from your photos, making the reporting process faster and more accurate.
🗺️ Smart Jurisdiction Routing
Reports are automatically matched to the appropriate law enforcement jurisdictions based on GPS location using geofenced polygons. You can select multiple jurisdictions if needed.
📊 Public Heatmap
View aggregated, anonymized incident data on our public heatmap. No individual reports, license plates, or identifying information is displayed - only aggregated statistics.
⚡ Auto-Advance Option
Enable auto-advance to automatically move through steps when photos are uploaded or plate numbers are detected, making the reporting process even faster.
Privacy & Safety
Your Privacy is Protected
- No Personal Information: We don't collect your name, email, phone number, or any identifying information
- Anonymous Submissions: All reports are submitted anonymously
- Secure Storage: Photos and data are stored securely and only accessible to authorized administrators
- Limited Retention: Raw photos are automatically deleted after a configurable period
- No Public Display: License plates, faces, and raw photos are never displayed publicly

Best Practices

- Take clear, well-lit photos of license plates
- Upload multiple photos for better accuracy
- Select photos from your camera roll (preserves GPS/timestamp data)
- Review detected plate numbers for accuracy
- Provide accurate incident type information

- Use while driving - this is dangerous and illegal
- Submit false or misleading reports
- Take photos that include faces or personal information
- Submit reports for non-distracted driving incidents
- Attempt to identify or harass drivers
- Use photos taken by others without permission

- EXIF Data Extraction: Automatically extracts GPS coordinates and timestamps from photo metadata
- Geospatial Matching: Uses NetTopologySuite for point-in-polygon matching to find appropriate jurisdictions
- Cloud Storage: Secure storage using Azure Blob Storage
- Email Routing: Automated email notifications to jurisdictions via Mandrill
- Data Validation: Verifies GPS proximity and timestamp consistency between photos

- Access the Admin Portal to review and manage reports
- Configure jurisdictions and destinations for automatic routing
- View detailed report information including photos and GPS data
- Reports are automatically routed to your jurisdiction based on GPS location matching
- Receive email notifications when reports are submitted to your jurisdiction
